J-Learning is an excellent site dedicated to helping journalists and online publishers get over the preliminary obstacles of picking a web host, learning how to make web pages, how to consider using existing hosted and open source web tools and how to promote your site once it is live. An excellent starting point for anyone wanting to know the basics.

Internet Related Technologies is a little out of date but used to be the go-to source for all questions about anything related to web technologies such as CSS, javascript and html

WebmasterWorld Extensively used forum covering all topics web. Excellent for getting answers to direct questions both by seeking previous requests or asking your own.

W3 Schools Tutorials in almost every web technology. A bit opaque at times, but extensive and helpful.

Microformats.org is a resource for publishers looking to publish their content in microformats.

Freevlog shows you step by step how to get a videoblog up and running with blogger and into the feed stream.

Open-Source Tools

WordPress Blog Tool Run your own web blog on your hosted web account. Almost turn-key installation.

reBlog A nifty tool to allow one to publish a publication of blog entries. reBlog will read in all the feeds you request, then allow you to review each entry in each feed and add whichever ones you want to appear in your publication.

phpAdsNew Full-featured ad server. Runs on php/Mysql. Require a somehwat geeky mind (or geeky friend for a couple hours) to install. Extensive reporting tools. Not needed if you are showing same banner on every page, but great if you are being paid to serve ads in a random/distributed manner over varying periods of time.
